摘要：Nowadays, small and medium enterprises (SMEs) have become a main innovative force in a nation or a region. The key to raise the innovation of SMEs is to find an effective route. This paper believes that industrial cluster and the independent innovation of SMEs are closely connected. The independent innovation of SMEs needs industrial cluster because industrial cluster can provide useful platform and route for the independent innovation of SMEs. On the other hand industrial cluster is based on the independent innovation of SMEs.
