摘要：自京津冀协同发展战略上升为国家战略以来,京津冀协同发展在多个重点领域取得重大进展,但在协调发展方面还存在一定差距。通过构建京津冀协调发展指数,增加了对京津冀地区经济与人口协调性的测度,对京津冀协调发展现状进行了测算,结果显示,京津冀协调发展程度仍呈下降趋势。造成这一结果的主要原因在于京津冀协同发展存在体制机制性障碍,从而影响京津冀城市群这一复杂系统的整体性功能。基于此,应从系统思维、系统理论与方法审视和解决制约京津冀协调发展的关键问题,在组织管理上建立总设计师和总指挥两条指挥线相统一的社会系统工程管理体系,并进一步完善协调合作机制、财税协调机制以及市场一体化机制。
Since Beijing-Tianjin-Hebei integration strategy has been upgraded to the national strategy,the integration of Beijing-Tianjin-Hebei has made significant progress in several key areas.However,there is still a gap in coordinated development.Considering the measurement of the coordination between industrial and population of Beijing-Tianjin-Hebei region,Beijing-Tianjin-Hebei coordinated development index is constructed in this paper.The results show that the coordinated development of Beijing-Tianjin-Hebei is still in a downward trend.The main reason for this result lies in the institutional and institutional barriers to the Beijing-Tianjin-Hebei coordinated development system,which affect the overall function of the complex system of Beijing-Tianjin-Hebei Urban Agglomeration.Based on this,the problems should be examined and dealt with from the perspective of system thoery and method.The unified social system engineering management system with two command lines of chief designer and chief commander should be established.Furthermore,in terms of management mechanisms,the coordination and cooperation mechanism,financial and tax coordination mechanism and market integration mechanism should be further perfected.
