摘要：跨境电商综合试验区是国家推动外贸转型升级、构建双循环新发展格局的重要战略平台。本文系统梳理了跨境电商综合试验区的发展阶段及特征,分别从制度创新和政策突破、推动产业生态协同发展、加快数字化转型、注重差异化发展四个方面总结了综合试验区发展的主要经验,并分析了发展中存在的问题和面临的现实挑战。在此基础上,建议综合试验区未来应更加注重差异化、特色化发展,提升政策与监管的适应性,进一步向“制度创新高地”升级,以期在优化跨境电商生态链、提升国际贸易竞争力等方面发挥重要作用。
Cross-border e-commerce comprehensive pilot zones are core strategic vehicles for China to promote the transformation and upgrading of foreign trade and build a new development pattern of“dual circulation.”This paper systematically reviews the development stages and characteristics of cross-border e-commerce comprehensive pilot zones,summarizes the main experience of their development from four aspects:facilitating institutional innovation and policy breakthroughs,promoting synergistic development of the industrial ecosystem,accelerating digital transformation,and emphasizing differentiated development,and analyzes the existing problems and realistic challenges faced during their development.On this basis,it is recommended that the pilot zones should pay more attention to differentiated and distinctive development in the future,enhance the adaptability of policies and regulations,and further upgrade to become“hubs of institutional innovation,”so as to play a significant role in optimizing the cross-border e-commerce ecological chain and enhancing international trade competitiveness.
