摘要：农村居民点整理是保障城市建设用地指标和耕地总量动态平衡的有效措施,近年来大陆地区农村居民点整理实践中出现了很多问题。台湾农业生产用地重划工作开展较早,农村社区土地重划工作积累了较多经验。本文采用案例分析法和文献资料法,从分析台湾农村社区土地重划的体系结构与运作模式入手,以苗栗县泰安乡天狗农村社区为案例对象,分析其费用负担和利益分配模式。研究发现,台湾农村社区土地重划的分层管理模式、自下而上的规划反馈机制、政府角色定位、农民重划意识的培养、利益共享模式等做法,可以为大陆地区农村居民点整理提供借鉴。
Rural residential land consolidation is an effective measure to guarantee the quantity index of urban construction land and total dynamic balance of cultivated land. However, there have been a lot of problems remained in this field in main- land China in recent years. As the farmland consolidation in Taiwan began quite early they have accumulated much experience in the rural community land consolidation. This paper, which takes Tian＇gou rural community, Tai＇an township, Miaoli county as an example, makes a detailed study of its cost and profit distribution modes by using case analysis and documentation and analyzing the system structure and the operation mode of Taiwan rural community land readjustment. The findings indicate that the practice of the hierarchical management mode, the bottom-up planning feedback mechanism, the role of government, the cultivation of farmers＇ land consolidation consciousness, and the benefit-sharing mode in Taiwan rural community land consoli- dation can provide reference for rural residential land consolidation in China's Mainland.
