摘要：当前社区自治中存在着诸如居委会行政色彩浓厚、社区自治功能缺失、社区新生自治组织发展阻力重重、居民民主参与意识淡薄、参与能力不足、社区自治的制度环境和硬件设施尚不完善等问题。为此,应该发挥党政机关主导作用,完善相关法律法规,消除社区自治障碍,明确居委会职能定位,发展多层次、多形式的社区自治组织,培育社区中介组织,搭建信息沟通平台,加强职业化、高素质社区工作者队伍建设。
In the practice of community self-governing at present,there exist such problems as strong color of administration of resident committees,lack of community self-governing functions,difficulties in developing new self-governing community organizations,poor democratic participation of residents,inability to participate,poor systematic environment and facilities of community self-governing, etc.Suggestions have been made here in this paper to bring into play the guiding role of the Party and government organizations,to optimize relevant laws and regularities,to clear off obstacles against community self-governing,to specify the position of resident committee,to develop multi-level and multi-form community self-governing organizations,to cultivate community intermediary organizations,to put up an information communication platform,and to strengthen the construction of professional,highly-qualified community working teams.
