摘要:京津冀协同发展是国家的重大发展战略,承担着推动经济加速发展的第三增长极的任务。区域科技创新人才是区域创新系统结构优化、功能发挥作用的基础,促进京津冀地区科技创新人才的流动,实现区域科技创新人才的优化配置,对促进京津冀协同发展具有重要意义。通过对京津冀三地科技创新人才流动现状的分析显示,北京和天津相对河北而言是科技创新人才的净流入地区,并且近年来的科技创新人才迁移量一直保持增长态势,由此可知经济发展的比较优势以及人才发展的良好环境促进了京津两地科技创新人才的迁入,相对于周边的河北,京津两地对科技创新人才具有明显的吸引力。在科技创新人才流动现状分析的基础上提出实现京津冀互联互通、优化京津冀区域科技创新人才发展环境,对京津冀区域产业进行差异化定位和合理分工,建立统一开放的区域科技创新人才服务平台等促进京津冀科技创新人才合理流动、优化配置的对策建议。
Collaborative development of Beijing, Tianjin and Hebei is a major national development strategy. Regional technological innovation talents are the core element of the regional economic and social development as well as the foundation of regional innovation system structure optimization and function realization. How to promote the technological innovation cooperation and exchange has important theoretical and practical significance for promoting the coordinated development of Beijing, Tianjin and Hebei. The analysis of flow of talents among Beijing, Tianjin and Hebei shows that Beijing and Tianjin are net inflow areas of technological innovation talents, and technological innovation talent migration has been maintaining growth in recent years. We can see that the comparative advantage of economic development and a favorable environment for talent development of Beijing and Tianjin promoted technological innovation talents to move in; especially for talents from neighboring Hebei. On the basis of the status quo technological innovation flow analysis, suggestions are proposed for optimization of the development environment for the technological innovation talents, regional industry differentiated positioning and rational division of labor, and the establishment of regional technological innovation rational flow of science and technology innovation talents of Beijing, Tianjin, and Hebei.
