摘要：随着北京第十一次党代会胜利召开,城乡一体化规划变得更加深入化与实际化。城市和乡村之间的关系,就如同树木和泥土之间的关系。城市的繁华发展救济着乡村,使乡村得以稳定发展,而城市却每时每刻都离不开乡村的喂养。二者总是水乳交融、相互依存。"十一五"时期和"十二五"的前两年是北京市社会建设发展最快、人民群众得实惠最多的时期,实现"以工补农,以城带乡",协调了北京城乡空间布局,改善了人居和发展环境,促进了经济、社会、人口、资源、环境全面协调可持续发展,呈现了城乡一体化发展的新趋势。
