摘要：自贸试验区作为改革开放发展和"一带一路"的战略支点,不仅是优惠政策的洼地,而且是制度创新的高地,肩负中国开放经济新体系的改革开放试点.因此,自贸试验区在熟悉和适应规则上必须进行制度创新,既要营造国际化、市场化、法治化的营商环境,与国际新的贸易规则接轨,推动中国经济新旧动能的转换,又要以开放倒逼改革,在政府服务模式、行政管理体制、金融运行机制等深水区改革中"先行先试",进而推动全国改革由点及面中深入推进,以自贸试验区为代表的第三次对外开放浪潮将推动中国越过改革的攻坚期和深水区,构建中国发达的开放型市场经济.本文从自由贸易区的历史发展入手,分析其特点、战略定位和总体目标,以及服务京津冀、对接"一带一路"的作用,然后通过与国内外自由贸易区的比较,提出了自贸试验区的创新发展策略.
Tianjin free trade zone as the coordinated develoPment of Beijing-Tianjin-Hebei and strategic fulcrum"One Belt And One Road",is not only the dePressions of Preferential Policy,but also the system innovation of highland,with north China economic reform and oPening uP Pilot.Tianjin free trade zone,therefore,must carry out system innovation on familiar with and adaPt to the rules,should not only build the internationalization,marketization,under the rule of law in the business environment,with international new trade rules,Promote the old and new China's economy transformation of kinetic energy,with a reversed transmission oPening and reform,the government service Pattern,the administrative system,financial oPeration mechanism and deeP reform of"first trial",thus Promote the reform by the Point and the surface of ProPulsion,rePresented by free trade area of the third wave of oPening to the outside world will Push China over the reform key Point and deeP water area,a develoPed modern market economy.In this PaPer,from the historical develoPment of free trade zone,analyzed its characteristics,strategic Positioning and the overall goals,and Beijing-Tianjin-Hebei service,docking"One Belt And One Road",and then through the comParison of free trade zone at home and abroad,Put forward the innovation and develoPment strategy of Tianjin free trade zone.
