摘要：针对我国海事监管系统存在的不足以及新时期海上安全形势对安全监管的要求,阐述海事空中监管能力建设的必要性。比较分析各备选机型的技术特点、性能参数、购置成本以及在各项海事监管工作中的优劣势,明确各机型的功能定位和适宜作业水域,提出多机型的海事空中监管体系框架以及合理布局、优化配置、全面覆盖和重点加强的布局配置原则。根据海事监管需求,综合考虑海事监管部门的能力和分布、各机型的性能和购置成本等因素,提出以小型固定翼飞机和轻型直升机为主、多型无人机为补充和加强的沿海海事监管飞机布局配置方案。
In view of the defects of our maritime supervision system and new demands on vessel traffic safety supervision under new circumstances, the necessity of maritime air supervision capacity is investigated from the angle of strengthening maritime security. The comparative analysis of technical specifications, performance parameters and acquisition cost of al- ternative aircraft types is performed to explore the strengths and weaknesses, and suitable function assignment and suitable working waters of them. The framework of the maritime air supervision system of multi-type aircraft is proposed, and the principle of construction, rational deployment, optimal equipment configuration, complete coverage and more resources on critical areas are suggested. A preliminary scheme, that consists of fixed wing aircraft and light helicopter with complemen- tary unmanned aircraft, is proposed according to the requirement of maritime supervision business, the capacity distribution of maritime administrative agency, and the performance parameters and acquisition costs of alternative aircraft types.
