摘要：我国少数民族地区既是突发事件的频发区,又是应急物资储备的薄弱区。应急物资储备是应对突发事件的重要前提和基本保障,我国少数民族地区应急物质储备体系虽然已经基本形成,但其总体水平还普遍低于中东部地区,在应急物资储备方面还有较大的提升空间。通过对少数民族地区应急物资储备体系现状的分析,发现少数民族地区的应急物资存在代储点少救助效率底;储备重点不突出分类不清楚;调用协调管理缺乏联动性的问题,提出以民族地区风险特点为导向建设地方应急物资储备库;以风险类型为基准对应急物资进行分类管理;以优化资源配置为目标完善应急物资的调配机制等完善民族地区应急物资储备体系的建议。
Minority areas in China not only face frequent emergencies, but also are weak in the reserve of emergency materials. The re- serve of emergency materials is an important prerequisite and basic security for handling emergencies. Though a reserve system of emer- gency materials in the minority areas of China has been basically formed, but its overall level is generally lower than that in the eastern region of China, and there is a large room for improvement. The analysis of the current reserve system of emergency materials in the mi- nority areas of China reveals the following weaknesses ： the reserve spots are inadequate, the relief efficiency is low, the reserved mate- rials are not good enough, the classification is unclear, and there is a lack of interaction and coordination of management. This paper proposes the construction of a risk - oriented local storage of emergency materials, the classification based on risk types and the im- provement of the deployment mechanism.
