摘要:为探究高精尖产业科技资源配置效率,考虑到区域及行业科技资源禀赋的异质性,本文选取2014~2018年北京地区新一代信息技术产业上市公司面板数据作为研究对象,运用超效率DEA-Malmquist指数,从企业微观视角对科技资源配置效率及其动态演化进行了测度和分析。结果发现:各年度科技资源配置有效的公司数量偏少,科技资源配置效率均值介于0.645~0.772之间,配置效率整体偏低。从动态演化趋势看,年度配置效率呈现波动性上升态势,全要素生产率年均增长2.3%,纯技术效率对技术效率的正向影响比较明显,规模效率的影响则有一定的波动性;技术进步尚存在较大的发展空间。研究结论对有效提升高精尖产业科技资源配置效率有参考价值。
In order to explore the allocation efficiency of scientific and technology resources in Advanced-Precise-Top industries, with the considering of the heterogeneity of regional and industrial science and technology resources, the paper selects the panel data of the new generation information technology industry is listed companies in Beijing from 2014 to 2018 as the studying objects, and the super efficiency DEA Malmquist index to measure and analyze the efficiency of science and technology resource allocation and its dynamic evolution from the micro perspective of enterprises.The results show that the number of effective companies is relatively small, the average efficiency of allocation of scientific and technological resources is in the range of 0.645~0.772, and the efficiency of allocation is low.From the dynamic evolution trend, the total factor productivity(TFP) increased by 2.3% annually on average and showed an upward trend,and the pure technical efficiency has a significant positive impact on technical efficiency, while the effect of scale efficiency has certain volatility.There is still a large development space for the technology progress index.The conclusion of the study has a reference value for effectively improving the efficiency of science and technology resource allocation.
