摘要：自21世纪初以来,强调以公民为中心、由政府与公民对社会公共事务进行合作治理的善治理念,逐渐成为现代政府治理模式改革创新的实践方向。本文从功能、对象、原则、过程与内容四个方面深入剖析了善治理念对公共组织文件工作的影响。从传统行政到善治理念,公共组织的文件工作,不再仅仅是保证政府内部"上情下达、政令统一"的管理工具,更是体现政府"公共性"和"服务性"的政策手段。
The concept of good governance has gradually become the practically heading in since the beginning of 21st century. direction which modern governments all over the world are Unlike the traditional administrative mode, which focuses on the government, the concept of good governance is citizen-oriented, which stresses that public affairs should be governed by the government and citizens collaboratively. This paper attempts to analyze the effects of this new concept on document work in public organization thoroughly from the four aspects, including {unction, object, principle as well as process and content. Under the concept of good governance, the role that document work should play is not only a management tool to ensure governmental information flowing along with the chain of command in public organization, but also a policy instrument that embodies the government＇s nature of Publicity and Service.
