摘要：　为了在计算机软件系统的建设中有效地处理好成本、进度和质量三者之间的关系,实现控制软件危机、减小开发风险、提高软件质量的宏伟目标,就必须效仿其他工程中的质量管理及监控方法,在软件建设全过程中加快、加大工程监理的实施力度,尽快建立起一套完整、规范的工程监督监理机制。
In the course of developing software we should learn to control software crisis, reduce developing risk and raise software quality in order to efficiently handle the relations between production costs, progress rate and quality. It is necessary to follow methods of quality management and surveillance of other engineering areas. Moreover, engineering surveillance should be accelerated and enhanced in order to build a complete and standard engineering surveillance system.
