摘要:京津冀协同发展是区域协调发展的重要内容,与“长三角”城市群、“珠三角”城市群相比,京津冀协同发展仍有较大差距。至2019年,“长三角”和“珠三角”城市群是高度协同状态,而京津冀城市群是一般协同状态。京津冀城市群中生态子系统和科技子系统发展不协调是造成复合系统协同度低的主要原因。其中,R&D人员量、科学技术支出、有效发明专利数、规模以上高新企业个数、森林覆盖率序参量对复合系统协同度敏感性高。未来,应着力推进产业生态化,打造绿色增长极;全区域人才与科技联动发力,由虹吸改为辐射;构建一体化机制,重点提升河北地位。
The coordinated development of Beijing-Tianjin-Hebei is an important part of the national and regional coordinated development, and improving the coordinated development level of Beijing-Tianjin-Hebei is the key strategy of national development today. There is still a big gap between the coordinated development of Beijing, Tianjin and Hebei and that of the Yangtze River Delta and the Pearl River Delta. By 2019, the Yangtze River Delta and the Pearl River Delta urban agglomerations are highly collaborative, while the Beijing-Tianjin-Hebei urban agglomeration is generally collaborative. The uncoordinated development of the ecological subsystem and the scientific and technological subsystem in the Beijing-Tianjin-Hebei urban agglomeration are the main reasons for the low synergy of the composite system. The number of R&D personnel, scientific and technological expenditure, number of effective invention patents, number of high-tech enterprises above designated size, and forest coverage order parameter are highly sensitive to the synergy of the composite system. In the future, we should focus on promoting industrial ecology and creating a green growth pole, utilizing regional talents and technology to change the situation from Siphonage Effect to Radiation Effect, and building an integrated mechanism and improving the status of Hebei.
