摘要：人民代表大会会议是人民行使国家权力的重要形式,但是由于我国的人代会会期短、人民代表不能充分组织等程序因素影响了人民代表表达权的行使,影响了大会质量,因此有必要借鉴西方议会会议制度和地方人大的创新经验,提高我国人代会的质量,完善人民代表表达权的制度建设。
People＇s Congress meeting is an important form of the national rights for people, however, because the duration of the China＇s National People＇s Congress is short;representatives can not well be organized and other procedural factors, representatives＇ right to express can not effectively be exercised, thus af- fects the quality of the General Assembly. It is necessary to learn positive experiences from the Western Council meeting and local people＇s congress as well, improve the quality of the National People＇s Congress and perfect the system construction of representatives＇ right to express.
