摘要：通过构建京津冀地区科技金融生态环境评价的指标体系,采用变异系数法对2010~2017年这一京津冀地区13个地级市2010~2017年的数据进行了动态综合评价,结果表明,京津冀该地区科技金融生态水平以京、津两市为核心呈现出“内极化”现象,具有不平衡性,主要原因在于京津两地科技金融生态发展的基础条件显著优于河北省的11个城市,同时京津对区域创新发展的带动和扩散作用不足,加以行政区划的刚性约束,三地未能形成发展合力。于是提出了以下建议:通过发挥北京市产业结构转型升级对津冀的带动作用、,落实京津冀三地的战略定位以及,持续推进京津冀地区科技金融协同的方式,以促进京津冀地区金融发展与科技领城的可持续创新。
An index system for evaluation of the technology and finance ecosystem of the Beijing-Tianjin-Hebei region was constructed,and the coefficient of variation method was used to dynamically,comprehensively evaluate the data from 2010 to 2017 of 13 prefecture-level cities in the Beijing-Tianjin-Hebei region.The result shows that the ecological level of technology and finance in the Beijing-Tianjin-Hebei region shows an"internal polarization"phenomenon with Beijing and Tianjin as the core,which is unbalanced.The main reason is that the basic conditions for the development of technology and financial ecosystem in Beijing and Tianjin are significantly better than the I1 cities of Hebei Province.At the same time,Beijing-Tianjin's role in driving and spreading regional innovation and development is insufficient.Coupled with the rigid constraints of administrative divisions,the three places fail to form a joint development force.Therefore,the following suggestion was made:Give play to the driving role of Beijing's industrial structure transformation and upgrading on Tianjin and Hebei,implement the strategic positioning of the three places of Beijing,Tianjin and Hebei,and continue to promote the cooperation of S&T and finance in the Beijing-Tianjin-Hebei region,so as to promote financial development and sustainable innovation in the field of science and technology in the Beijing-Tianjin-Hebei region.
