摘要：党的二十大报告明确提出推动文化和旅游深度融合发展。当前,推动两者深度融合发展问题已经成为国家战略层面的重点工作之一。文化遗产是文化资源的核心组成部分,文化和旅游的深度融合发展关键也需要实现文化遗产和旅游的深度融合发展。借助产业融合理论,本文分析了文化和旅游融合发展的机理,强调融合发展关键是产业层面的融合发展,而放松管制,充分发挥市场机制的作用以及技术革新是促进产业融合发展的基本动因。梳理了文化体制改革推动文化和旅游融合发展的过程,回顾了文化遗产领域通过引入市场机制曾经引发的巨大争论,分析了两者融合发展面对的新环境新要求,在此基础上,重点借助最新的有关公共资源治理的理论,结合国情,紧密围绕文化遗产的保护与利用、政府与市场的关系,提出有关推动文化遗产和旅游深度融合发展的建议。
The Report of the 20th National Congress of the Communist Party of China has clearly proposed to promote the deep integrated development of culture and tourism.At present,such integrated development has become a key task at the national strategic level.Cultural heritage is a core component of cultural resources.The key to the deep integrated development of culture and tourism also needs to realize the deep integration and development of cultural heritage and tourism.With the use of the theory of industrial integration,this article analyzes the mechanism of the integrated development of culture and tourism,emphasizing that the key to such integrated development is the integration and development at the industrial level.It holds that flexible control,an efficient market mechanism and more technological innovations are the basic motives for promoting industrial integration and development.It expounds the process of the reform of the cultural system for promoting the integrated development of culture and tourism,and gives a review of the past heated arguments over the introduction of the market mechanism in the domain of cultural heritage,and analyzes the integrated development of culture and tourism facing the new demands in the new environments.With this,it puts forward some suggestions on promoting the deep integration and development of cultural heritage and tourism by using the latest theory of the governance of public resources,taking the national conditions into consideration,and focusing on the protection and utilization of cultural heritage and the correlation between the government and the market.
