摘要：采用政策文本量化分析法,首先对京津冀地区、长三角地区和珠三角地区的9个样本城市,2013-2018年发布的创新创业人才政策进行归纳整理和描述性统计分析,在此基础上运用灰色关联度的方法,在确定人才聚集和创新创业活动成效指标的前提下,对创新创业人才政策的成效进行相关性研究。结果表明,发布的创业人才政策对一个地区创业人才的聚集和创新创业活动成效有促进作用。因此,政府应该因地制宜地出台与创业人才相关的政策,以此来加强对创业人才的集聚、管理并提高创业活动的成效。
The policy text quantitative analysis method was adopted.The Innovation and Entrepreneurship Talent policies issued by 9 sample cities in Beijing Tianjin Hebei region,the Yangtze River Delta region and the Pearl River Delta region from 2013 to 2018 were sorted out and analyzed in descriptive statistics first.Then,the gray correlation degree method was used to study the effect of innovation and Entrepreneurship Talent Policy on the premise of determination on the talent collection and activities effective indicators.The results showed that the issued entrepreneurial talent policy would play a positive role in the collection of entrepreneurial talents and the effectiveness of innovation and entrepreneurship activities in a region.Therefore,the government should reveal policies according to different conditions related to entrepreneurial talents to strengthen their gathering and management and to improve the effectiveness of entrepreneurial activities.
