摘要：2015年12月17日中国政府公布的《关于加快实施自由贸易区战略若干意见》,突出了新兴经济体在中国构建高质量自贸区网络中的重要地位,与金砖国家展开自贸区谈判将成为未来一项主要任务。文章运用服务业开放指数和开放承诺从服务贸易总量和提供方式等视角分析了金砖国家服务业的总体开放情况,通过Hoekman频度测量法的指标体系分析了金砖国家服务业的部门开放度。分析结果表明,俄罗斯和中国的承诺开放度明显高于印度、南非和巴西等其他金砖国家。然而,印度在事实开放度上呈现较宽松的特征。南非对服务业的开放深度较大。就中国自身的开放情况看,对国民待遇的开放度要高于市场准入。
Opinions on speeding up the implementation of Free Trade Area （FTA） strategy published on December 17, 2015 emphasizes the important position of developing countries in establishing Chinese network of FTA. The FTA negotiations among BRICS countries will become a major task in the future. This paper analyses the overall openness in service industry of BRICS countries from the view of total amount of service trade and modes of supply by service openness index and commitment of openness. It discusses the sector openness of BRICS countries by the index system of Hoekman frequency measurement. The analysis finds that the degree of Russia and China＇s commitment openness is greater than India. South Africa and Brazil. The virtual openness of India is higher. South Africa＇s openness is deeper. The degree of China＇s openness in national treatment is higher than that in market access.
