摘要：新中国成立70年来,出版领域取得了巨大成就,这些成绩的取得除了国家整体环境的促进作用、GDP持续增长的带动,以及出版技术的飞速发展等其他因素外,出版管理体制改革起到了决定性的作用。对新中国成立70年的出版管理体制改革进行全面、系统的回顾和总结,分析不同阶段、不同社会经济形势下,出版管理体制的演进历程、主要特征及取得的主要成就,可以发现我国出版管理体制改革的核心问题是处理好政府和市场的关系,逐步确立出版单位的市场主体地位;党和政府的作用不仅要善于宏观匹配、顶层设计具有中国特色的社会主义出版体制,还要善于总结和提升基层创造性的探索与经验,通过引导意识形态来规范制度变迁路线。
Since the founding of New China in 70 years ago,great achievements have been made in publishing.These achievements have played a decisive role in the reform of the management system of publishing industry along with the promotion of the overall national environment,the driving force of the sustained growth of GDP and the rapid development of publishing technology.Through a comprehensive and systematic review and summary of the reform of the publishing management system since the founding of New China,and with an analysis of the evolution,main features and major achievements of the publishing management system in different stages and under different socio-economic situations,it can be found that the core issue of the reform of the publishing management system in China is to handle well the relationship between the government and the market,and gradually establishes the market of publishing units.The role of the Party and the government should not only be good at macro-matching and top-level design of the socialist publishing system with Chinese characteristics,but also be good at summing up and promoting the creative exploration and experience of grass-roots units,thus standardizing the route of institutional change by guiding ideology.
