摘要：宗教问题主要表现在宗教自身结构以及宗教与政治、经济、文化、社会互动关系的复杂性,为此,执政党不能孤立地简单化处理宗教问题,而要"特别慎重""十分严谨""周密思考",从坚定不移维护国家的最高利益和民族的整体利益出发,把宗教问题放在整个社会主义建设事业中加以考察和解决。2016年在京召开的全国宗教工作会议上,习近平总书记作了重要讲话,从党和国家事业发展全局的战略高度,进一步强调了宗教工作的特殊重要性,分析了宗教工作面临的形势和任务,为今后做好宗教工作提出了方法、指明了方向,是指导做好新形势下宗教工作的纲领性文献。中国共产党在经过几十年理论和实践的探索,从追求各族人民平等,关注普通僧侣生存状态,关注民族团结、宗教和顺的角度,对待藏传佛教问题的政策呈现出稳定与连续、阶段与时代、继承与创新、平等与包容的主要特征。
Religious issues mainly display the complication of their own structure, and that of inter- relationship between religions and politics, economy, culture, and the society. Therefore, the gover-ning party cannot handle the religious issues in an isolated and oversimplified way. It should be done with great caution, high precision and careful thinking. By faithfully maintaining the supreme interest of the state and the overall interest of the nation, we should investigate and handle religious issues within the framework of the construction of overall socialism cause. At the National Conference of Re- ligious Works in Beijing in 2016, General Secretary Xi Jinping gave a key speech, stressed that stand- ing at the strategic height of overall development of the Party and the nation, we should emphasize the special importance of religious work, analyze the situation and tasks of religious work, put forward method and show the right direction for religious work in the future. This speech is a guideline docu- ments to guide religious work under the new situation. After decades of years of theoretic and practi- cal exploration, the Communist Party of China has shown its main features of stability and continua- tion, phases and era, inheritance and innovation, equality and tolerance in terms of its attitudes to- ward Tibetan Buddhism by pursuing equality of all nationalities, paying attention to the living condi- tions of common clergy, paying attention to ethnic unity and religious gentility.
