摘要:审核评估、办学定位和发展规划三者密切关联。审核评估对高校科学制定和践行发展规划、办学定位具有重要意义。文章以"十三五"规划文本为分析对象,对20所北京市属本科高校的办学定位情况进行了实证研究。从审核评估的视角提出相应的思考和建议:办学类型定位应从强调"能级"转向"类型";办学层次定位应重点放在办好一流本科教育;学科专业定位应在优势领域做大做强、做出特色;服务面向定位应重在增强服务发展能力;人才培养目标定位应重在应用型创新人才培养的达成度;发展目标定位要切实可行;办学特色定位要加强贯彻落实。
Audit and evaluation, school-running orientation and “13^th Five-Year Plan” are closely related to each other. Audit and evaluation are of great significance to the scientific formulation and practice of development planning and school-running orientation in universities. Based on the text analysis of “13 th Five-Year Plan”, the article conducts empirical study on the school-running orientation of twenty undergraduate universities in Beijing and puts forward some suggestions from the perspective of audit and evaluation. Firstly, the type orientation of school-running should shift from the emphasis of “level” to “type”. Secondly, the level orientation of school-running should focus on first-class undergraduate education. Thirdly, the orientation of discipline and subject should be to enhance the advantageous field and make its characteristics. Fourthly, service orientation should focus on improving service development ability. Fifthly, the aim of talent training should emphasize the achievement of applied innovative talent training. And, last but not the least, the orientation of development goal should be practical and feasible. The orientation of school characteristic should be strengthened.
