摘要:煤炭资源型城市碳排放效率问题对我国“双碳”目标的实现、城市的绿色转型以及高质量发展会产生重要影响。采用超效率SBM和Malmquist指数模型从静态和动态角度测算了我国40个地级煤炭资源型城市碳排放效率及变化特征,利用核密度估计和自然断点法分析了碳排放效率时空特征,运用Dagum基尼系数分析了碳排放效率的区域异质性。结果表明:1)煤炭资源型城市整体碳排放效率保持在0.7左右,整体偏低,35个城市碳排放效率均值均未达到生产前沿面,属于生产无效率状态。2)煤炭资源型城市整体碳排放效率年均增长1.1%,是技术进步和技术效率综合作用的结果,但有10个城市的全要素生产率小于1,这些城市技术效率不仅没有提高,还呈现技术退步现象。3)碳排放效率核密度曲线表明碳排放效率在逐年提高,城市间差异在逐渐缩小。碳排放效率低值区城市数量在逐渐减少,逐步向较低值区和中等值区集聚。4)碳排放效率整体差异在逐渐缩小,组间超变密度对总差异贡献最大。西部组内差异最大,其次是东部、中部和东北。西部与东北、中部和东部间形成较大组间差异。
The carbon emission efficiency of coal resource-based cities will have a significant impact on achieving China's"dual carbon"goals,green transformation of cities,and high-quality development.The super efficiency SBM(Slack Based Measure)model and Malmquist index model were used to calculate the carbon emission efficiency and change characteristics of 40 prefecture level coal resource-based cities in China from both static and dynamic perspectives.The spatial and temporal characteristics of carbon emission efficiency were analyzed using kernel density estimation and natural breakpoint method,and the regional heterogeneity of carbon emission efficiency was analyzed using Dagum Gini coefficient.The results indicate that:1)The overall carbon emission efficiency of coal resource-based cities remains around 0.7,which is relatively lower.The average carbon emission efficiency of 35 cities has not reached the production frontier,indicating a state of production inefficiency.2)The overall carbon emission efficiency of coal resource-based cities has grown at an average annual rate of 1.1%,which is the result of the combined effect of technological progress and efficiency.However,there are 10 cities with a total factor productivity less than 1.0,and not only have these cities failed to improve their technical efficiency,but they have also exhibited signs of technological regression.3)The carbon emission efficiency nuclear density curve indicates that carbon emission efficiency is gradually improving and the differences among cities are gradually narrowing.The number of cities with low carbon emission efficiency is gradually decreasing,and gathering towards lower value zone and medium value zone.4)The overall difference in carbon emission efficiency is gradually narrowing,and the contribution of inter group hypervariable density to the total difference is the greatest.The differences within the western group are the largest,followed by the eastern,central,and northeastern regions.There are significant inter group differences between the western and northeastern,as well as the central regions and eastern regions.
