摘要：基于京津冀协同发展国家重大战略实施和规划纲要颁布的大背景,通过对伦敦、巴黎和东京三个首都城市的区域发展空间成长规律的总结梳理,发现综合性首都城市的区域发展遵循一般都市圈的"雏形期—成长期—成型期—成熟期"演化规律,从单中心向多中心转变,首都核心区辐射力强,多中心功能明确,城际间快速轨道交通先行,区域城市各行其职,构建分工合作、优势互补的区域职能分工网络。分析京津冀区域发展现状,可以看出:(1)空间发展正处在成长期向成型期过渡阶段,从单一轴向拓展集聚向星状多轴扩展转变;(2)宏观上北京仍处在集聚阶段,在京津冀区域的人口和经济总量占比继续上升,但微观上北京市内部则出现了向新城地区扩散的趋势。未来对京津冀区域协同发展的三点思考:(1)厘清综合性首都的城市职能与首都职能在区域发展中的作用;(2)副中心是承担一定职能的区域发展副中心;(3)先行构建快捷方便的城际轨道交通,并与城市内部轨道交通形成快速接驳系统。
In the context of Beijing-Tianjin-Hebei regional development as a national development strategy and its Plan Outline promulgated,this paper,with a summary of the regional development of space law of growth in such three cities as London,Paris and Tokyo,discusses that the regional development of a comprehensive capital city follows the evolution law of a metropolitan city with its 'embryonic period,growth period,formative period,mature period,' developing from a single center to multi-center transition. It also enjoys a strong capital radiation force of the core area and a clear functional multi-center of the capital city of comprehensive regional development,with its inter city rapid rail transit first established,each city having its own function in the whole region,and the complementary networks according to the division of labor and function. An analysis of the Beijing-Tianjin-Hebei Region shows that( 1) the spatial development is in the growth period transition to the formative stage,from a single axis to the expansion of star shaped multi axis expansion;( 2) on the macro level,Beijing is still in the gathering stage,the population and the economy continue to concentrate in Beijing city. But now there exists the trend that diffuses from inner city to new town and new district. Three points about the future development of Beijing-Tianjin-Hebei Region are made:( 1) to clarify the role of urban functions and capital functions in the regional development of the comprehensive capital;( 2) Deputy Center is to assume certain functions of regional development sub center;( 3) to build a fast and convenient inter city rail transit,and the formation of a fast connection with the urban rail transit system.
