摘要：人民政协是中国共产党把马克思列宁主义统一战线理论、政党理论和民主政治理论与中国革命实际相结合的产物,可以上溯到我党在抗日根据地和解放区实行的"三三制"。"三三制"不仅是统一战线性质的政权,也是多党合作与政治协商的载体、协商民主的平台,在中国共产党领导的统一战线、多党合作和政治协商方面进行了成功探索并积累了丰富经验。"三三制"具有的统战属性和民主属性及其成功实践,使其成为人民政协的雏形。
The CPPCC is the product of the CPC’s combination of Marxist-Leninist theory of the united front,of party,and of democratic politics with the practice of Chinese revolution.It has a process,which can be traced back to the“three-thirds administrative structure”our Party applied in anti-Japanese base areas and liberated areas.The“three-thirds administrative structure”is not only a regime with the nature of united front,but also a support for multi-party cooperation and political consultation and a platform for consultative democracy.The CPC had successfully explored and accumulated rich experience in the united front and the multi-party cooperation and political consultation under its leadership via the“three-thirds administrative structure”.The“threethirds administrative structure”,with the attribute of united front and democracy,had have its successful practice,which makes it become the rudiment of the CPPCC.
