摘要：提案办理协商是人民政协协商民主的重要形式,具有鲜明的中国特色。进入新时代以来,提案办理协商制度框架逐步确立,各级政协积极开展提案办理协商活动,在党和政府科学民主决策中发挥着积极作用。但当前我国提案办理协商也存在着提案质量和办理质量不高、提案者和承办单位缺乏深入沟通以及协商程序不规范等问题。解决这些问题的关键在于建立系统、规范、长效的提案办理协商机制,以增强提案办理实效,推进人民政协协商民主深入开展。
The mechanism of proposal negotiation is an important form of consultative democracy of the Chinese People′s Political Consultative Conference(CPPCC),with distinctive Chinese characteristics.Since entering the new era,the proposal negotiation system has gradually established its framework,and CPPCC committees at all levels actively carry out the proposals consultative activities,which are playing a positive role in the scientific and democratic decision-making process of the Party and the government.However,at present there are still some problems in the proposal negotiation system,such as the poor quality of the proposals and the handling processes,the lack of in-depth communication between sponsors and contractors,and the lack of standard negotiation procedure.The key to solving these problems is to set up a systematic,standardized and long-term proposal negotiation mechanism,so as to enhance the effectiveness of the proposals and promote the consultative democracy of CPPCC.
