摘要：发展旅游产业集聚区是区域旅游发展及竞争力提升的重要途径之一。从旅游产业集聚区的概念释义、构成和特征入手,构建了区域旅游产业集聚区的形成机制模型。研究提出,旅游资源、市场条件、旅游要素供给与相关产业支撑、政府和组织支持、文化和区域要素等是形成区域旅游产业集聚区的资源和条件。基于以上认识,对北京东城区进行了实证研究,提出东城区建设国际会议旅游集聚区、国医健康旅游集聚区、国学修学旅游集聚区和旅游商品集聚区"四位一体、产业融合、联动发展"的高端旅游集聚区,并对集聚区建设的布局和发展对策进行了探讨。
The development of tourism agglomeration area was one of the most important ways of developing tourism and enhancing competitiveness. This paper proceeded with the definition, composition and characteristics of tourism industry agglomeration area, constructed the formation mechanism model of tourism industry agg）omeration area. The research put forward that the important resources and conditions of constructing tourism agglomeration area were including tourism resources, market conditions, the tourism elements of supply and related industries, government and organizational support, cultural and regional factors. Based on the results, this paper took Beijing Dongcheng District for the empirical study, and suggested to build a high - end tourism industry agglomeration（ A gathering area of international conference, national medical health, sinology training and tourism commodity）, featuring ＂four integration, industry integration and joint development＂. It also discussed the layout and the measures of constructing this tourism agglomeration area.
