摘要：Modern Service Industry has been an indispensable part of China's economy. This paper proceeds from concept conversion and highlights human capital operation system throughout the process of its investment, accumulation, incentive utilization, conformity & collocation, development and maintenance; furthermore, corresponding theoretical model is made. This research weighs heavily in theory as well as in practice for urban economy and social harmonious development.
