摘要:优化科技资源合理配置是推进产业高效发展的关键环节。以科技资源投入和绩效产出为基础,从金融资源分配导向和创新成果效益导向两个维度构建科技资源配置效率评价指标体系,选取2016年中国31个省市信息技术产业数据,运用熵权-TOPSIS方法多维度评价各省市的科技资源配置效率。研究表明:各省市科技资源配置效率未达理想状态,且区域间差异较大,广东和江苏两省资源配置效率远超其他省市。针对两维度的进一步研究显示,创新成果效益导向的资源配置效率普遍低于金融资源分配导向的资源配置效率;运用四分象限法深入剖析了4个梯队的资源配置效率特点及其成因,提出推进科技成果转化、加强区域产业顶层设计以及开放资源共享等建议,以优化科技资源配置效率提升路径。
Optimizing the allocation of scientific and technological resources is critical to promote the efficient development of Advanced-Precise-Top industries.Based on the input and output of resources,the evaluation index system of allocation efficiency of scientific and technological resources is constructed from two dimensions of financial resources allocation orientation and innovation benefit orientation.Based on the data of information technology industry of 31 provinces in China in 2016,the allocation efficiency of science and technology resources in multi-dimension is evaluated by using entropy weight-TOPSIS method.The results show that the allocation efficiency of science and technology resources among provinces is not ideal,and there are great differences among different regions,the allocation efficiency in Guangdong and Jiangsu provinces is much higher than that of other provinces.Further research on two dimensions shows that the efficiency of resource allocation guided by innovation results is generally lower than that guided by financial resources allocation.This paper applies IPA quadrant diagram to analyze the characteristics and causes.Suggestions such as promoting the transformation of scientific and technological achievements,strengthening the top-level design of regional industries and sharing resources are put forward to improve the scientific and technological resources allocation efficiency.
