摘要：改革开放以后,邓小平提出了党和国家政治生活的民主化、制度化问题。中国共产党建立健全了中央集体决策制度:提出了"集体领导、民主集中、个别酝酿、会议决定"等十六字党委决策原则;制定并不断完善了中央政治局、政治局常委会、中央书记处等工作规则;完善了党中央集体决策程序,包括决策信息收集——决策方案的论证——广泛的多层次协商——会议集体讨论决定——决策考核评估等过程。中共中央集体决策呈现出民主化、科学化、法治化、高效化等特点和发展趋势。
After the Reform and Opening up, Deng Xiaoping put forward the democratization and institutionalization of the country and the Party＇s political life. The Communist Party of China established and improved the collective decision system of the Central Committee, proposing the 16 characters decision principles of Party committee. It stipulated and perfected the working rules of the Political Bureau, Standing Committee of the Political Bureau and the Secretariat of the Central Committee. It perfected the collective decision procedure of CPC, including pre-deeision information collection, decision program evaluation, extensive multilevel consultation, collective discussion and decision, and decision examination and evaluation. This decision-making mode reflects the characteristics and tendency of democracy, scientific spirit, rule of law and high efficiency.
