摘要:采用标准化外语等级考试或者通过学分银行对已有外语类证书进行认证和学分转换,能够节约学习者的时间和学习成本、促进社会资源有效利用。目前的学分银行偏重对行业、职业的认证,对岗位能力标准和认证单元也有明晰的制度设计,但是对于通识类的课程或技能如何认证,包括认证单元如何设计和表述都是难点。国家开放大学英语等级体系标准构建项目在此方面进行了探索,基于《中国英语能力等级量表》《欧洲语言共同参考框架》,根据开放大学成人学习者英语能力的实际情况,经过专家论证、师生访谈、数据分析、各类成人外语考试大纲对标、锚定级别、认证单元设计与描述等环节,搭建了国家开放大学的英语五级量表。项目取得了初期成果,为学习成果认证从理论和实践两个层面进行了尝试,积累了经验,但对于效度与信度还需经过后续的大规模考试进行验证。
In 2016,the Open University of China(OUCN) implemented a project of framing the English proficiency standards at the Open University of C hina(OUSE) to carry out the accreditation of learning outcome.The aim of the project was to obtain the costbenefit in the subject of English,which is a compulsory course in the university.The learners have to spend one year learning the course,though they have different levels of proficiency and different demands for the foreign language.After the processes of expert validation,teacher and student interviews and questionnaires,exam data analysis,syllabus alignment for various adult foreign language examinations,anchoring proficiency levels,and design and description of certification modules,the project team drafted the OUSE based on the China ’s Standards of English Proficiency(CSE) and Common European Framework of Reference for Language(CEFR).M eanwhile,the project team designed and formulated the policies and procedures of accrediting the adult learners’ learning outcomes of English.OUCN has established a credit bank system which is a national system to do credits accumulation and transfer in the field of vocational education.The current credit bank system focuses on requirements of industries and has a clear design for job competency standards and certification units,but it is a difficult task to certify general knowledge courses or skills like foreign languages.In order to solve the problem,the project team reviewed previous research literature,learned about the evolution of European modern language policy,reflected upon the characteristics of foreign language learning,and found that A European Unit/Credit System for Modem Language Learning by A dults has met the need of adult learners.The development path of the European research language scales showed that the scales were initially developed from the needs of adult language learning characteristics and certification of learning outcomes.The project culminated in three important outcomes,a five-level scale based on communicative competence theory,the examination syllabus for five levels of English proficiency and,finally,certification criteria and procedures.The paper concludes that the development of standards can guarantee the quality of English tests and the fairness of the results;the use of credit banks for the certification of learning outcomes and the transfer of credits can take advantage of the strengths of the open and distance education.Although the project has achieved initial results and has accumulated experience in both theory and practice for the accreditation of learning outcomes in general courses,the validity and reliability of the project needs to be verified with subsequent large-scale examinations.The future research and practice is to develop accreditation standards for English for Specific Purposes(ESP) test that meet the needs of diverse English learners in C hina.
