摘要：农村土地制度是农村经济社会的一项基本制度,它是一定阶段党和国家在农村政策的体现。新中国成立后,我国实际进行了三次大的土地制度的变革。这三次土地制度变革,基本上概括和反映了解放后中国农村生产关系和经济发展的历史,反映了党在农村的政策取向,对整个农村经济和社会发展产生了深刻的影响。文章通过分析我国土地制度的变革,对今后我国土地产权制度创新的目标作了如下表述:在农地集体所有制基础上建立起一种既能使农户对土地使用权有较强的稳定感,又能适应农业现代化需要,使土地经营规模逐步扩大的演进机制。
The rural land system in rural economic development is the basic economic system. Since the founding of China＇s rural land system has undergone three land reforms. By analyzing previous ru- ral land system, this paper proposes the target of rural land property right innovation in China, which is clarified as follows： on the foundation of rural collective land ownership, mechanisms that can not only make people have a strong sense of stability of the allocation of land use right, but also adapt to the agriculture modernization and gradually enlarge land management scale should be formed.
