摘要：[研究目的]随着科学数据越来越受到重视,我国陆续发行一些数据期刊进行科学数据出版。但如何运行以保持可持续性发展等问题尚处于探索阶段。为此,有必要梳理现有国内外主要期刊机构在科学数据出版方面的政策及趋势,以便为我国数据期刊在制定科学数据政策方面提供参考。[研究方法]采取文献调研法、比较法等对国内外数据期刊机构科学数据出版政策进行调研和比较分析。基于所选国内外期刊对比分析,发现我国科学数据出版政策存在缺乏国家层面的政策引导、面向读者的服务利用方面的政策不多、规范和约束数据伦理政策尚不够全面、各个数据期刊机构的数据政策有所差异等不足,并由此提出几点对策建议:制定宏观层面的数据出版实施办法、进一步完善相关标准规范和质量控制约束规则,重视数据伦理的政策,探索提高科学数据出版安全和有效利用的管理办法,加强政策宣传等。[研究结论]国外数据期刊机构科学数据出版政策制订较全面,透明度高,便于操作。国内期刊机构创办数据期刊较晚,一些科学数据出版政策以建议性政策为主,还没有形成长期稳定的数据出版政策,很多内容尚处于探索阶段。
[Research purpose] As scientific data has received more and more attention,data journals have appeared in China and published scientific data in this form.But how to operate to maintain sustainable development and other issues are still in the exploratory stage.For this reason,it is necessary to sort out the policies and trends of the current major domestic and foreign journal institutions in scientific data publication,so as to provide references for China’s data journals in formulating scientific data policies in the future.[Research method]This research adopts literature research method and comparative method to investigate and analyze the scientific data publishing policies of domestic and foreign data journal institutions.Based on the comparative analysis of selected domestic and foreign journals,it is found that in China’s scientific data publishing policy system,there is a lack of national-level policy guidance,not many policies for reader-oriented service utilization,and policies that regulate and restrict data ethics are not comprehensive enough.The data policies of various data journal organizations are different.And from this,several countermeasures and suggestions are put forward:formulating macro-level data publishing implementation methods,improving relevant standards,norms and quality control constraint rules,paying attention to data ethics policy,exploring management methods to improve the safety and effective use of scientific data publishing,strengthening policy publicity,etc.[Research conclusion]The scientific data publishing policy of foreign data journal institutions is comprehensive,transparent and easy to operate.Domestic journal institutions started data journals late and some scientific data publishing policies are mainly recommendations.What’ more,there is no long-term stable data publishing policies,and many contents are still in the exploratory stage.
