摘要:随着国家“双减”政策的出台,课后服务越来越受到社会的关注。通过问卷法与访谈法对云南省H市小学生课后服务现状进行实证调查,发现H市课后服务已覆盖全市小学,教师群体普遍知晓相关政策;课后服务教育内容丰富,满足不同年级学生异质需求;课后服务校内组织完善,参与成员的来源广泛且多元;课后服务教育成效显著,“双减”政策正向效应凸显。调查结果也呈现出小学课后服务中的一些问题,即课后服务意识不充分、课后服务机会不均等、课后服务支持力度弱、课后服务评价机制待优化、服务主体权责难落实等。基于此,课后服务多方主体应从增进家长群体认知、拓展资源获取渠道、完善政策保障措施、构建常态督导机制来破除课后服务推进的观念障碍、扩大课后服务有效的覆盖范围、凝聚课后服务运作的多方合力、增强课后服务工作的实际成效,全面推动“双减”政策背景下小学课后服务高质量发展。
With the introduction of the national“Double Reduction”policy,after-school services have attracted more and more attention from the society.Through the questionnaire method and interview method,an empirical investigation was carried out on the status quo of after-school services for primary school students in H City,Yunnan Province.It was found that the after-school services in H City had covered the whole city’s primary schools,and the teachers generally knew the relevant policies;Quality needs;after-school services are well-organized within the school,and the sources of participating members are extensive and diverse;afterschool service education has achieved remarkable results,and the positive effect of the“Double Reduction”policy is prominent.The survey results also showed some problems in after-school service in primary schools,namely,insufficient awareness of after-school service,unequal after-school service opportunities,weak after-school service support,after-school service evaluation mechanism to be optimized,and implementation of the rights and responsibilities of service subjects,etc..Based on this,the multi-party subjects of after-school services should improve the awareness of parents,expand the channels for obtaining resources,improve policy guarantee measures,and build a normal supervision mechanism to break the conceptual barriers to the promotion of after-school services,expand the effective coverage of after-school services,and condense lessons.The multi-party after-school service operation will work together to enhance the actual effect of after-school service work,and comprehensively promote the high-quality development of after-school services in primary schools under the background of the“Double Reduction”policy.
