摘要：本文以2005-2018年出台的金融扶贫政策文本为研究对象,通过量化分析研究金融扶贫政策的总体演进,并从政策主体、政策作用面、政策交互等方面,对我国东、中、西部地区的金融扶贫政策进行比较与综合评价。研究结果表明,目前我国金融扶贫政策尚存在政策作用不均衡、政策文本颁布主体协作不足、保险扶贫政策较少等问题。最后,本文提出了平衡金融扶贫政策的作用面、加强政策合力与部门协作、完善金融扶贫政策、加强东中西部金融扶贫协作、加大产业扶贫力度、促进金融扶贫可持续发展等相关建议。
This paper systematically reviews the financial poverty alleviation policies issued in China during 2005-2018,and carries on document inquisitions and statistical analyses to give a systematic description of the policy environment and the evolution of regulations and policies.On the basis of the overall quantitative analyses of the financial poverty alleviation policy texts,the paper makes comprehensive comparisons and evaluations of the financial poverty alleviation efforts in the eastern,central and western regions of China from the aspects of policy subjects,boundaries and interaction analyses.The results show that Chinese financial poverty alleviation policies have some weak points,such as uneven policy influences,insufficient cooperation among policy authorities,fewer policies on insurance supporting poverty alleviation.Finally,this paper puts forward suggestions for the relevant subjects of financial poverty alleviation,including balancing the role of financial poverty alleviation policies,strengthening policy synergy and interdepartment collaboration,improving financial poverty alleviation policy framework,strengthening financial poverty alleviation cooperation between the eastern,central and western regions,intensifying efforts to alleviate poverty through industrial development,and promoting sustainable support from financial sector for poverty alleviation.
