摘要：Beijing has large energy consumption and serious pollution. There is a research need to establish a suitable low-carbon city evaluation index system to measure the performance of low-carbon city planning and construction. In this paper, we established three-layer low-carbon city evaluation index system based on the PSR model and get the comprehensive evaluation score of Beijing's low-carbon city development in 2009.
