摘要:我国景区门票价格已经成为社会各界普遍关注的热点话题,政府管理部门也连续多年发布限价政策文件,但成效不彰。旅游学界和业界对此众说纷纭,莫衷一是。与国外同类景区相比,我国景区门票价格水平存在结构性差异,总体而言,我国的景区门票价格与国外基本持平。但自然景观类景区尤其是山岳型景区存在隐性门票和二次门票收费现象,推高了此类景区的门票价格。门票价格偏高不一定是"门票经济"造成的。由于这类景区往往具有准公共物品的性质,不能完全通过市场机制解决。而且一些景区的管理主体也非真正的现代企业。在体现这类景区的公平和公益性方面,存在着地方政府发展旅游业目标与公众期待之间的错位和各级政府财政的博弈,以及出现的逆向转移支付现象,揭示出景区这种准公共物品的复杂性和特殊性。
Scenic spots ticket prices in our country have already become a socially concerned topic.Also, the government management department has issued price-limited policies for many years in a row, but it works little. Tourism academic circles and industries fiercely debate over it and do not reach an agreement. Compared with similar foreign scenic spots, there are structural differences on the domestic ticket prices level. Although, scenic spots ticket prices in China and abroad generally equal,domestic price in natural scenic spots, especially in mountain ones, has been raised with the implicit and secondary tickets. High ticket price is not necessarily the result of"tickets economy". Because this kind of scenic spots commonly have the quasi-public goods quality, which caused market mechanism ineffective in solving the prices problem. Besides, the management subjects in some scenic spots are not real modern enterprise. When it comes to the justice and public welfare, there is a kind of mismatch between the goal of government developing tourism and public expectation, game playing of government finance at all levels, and reversibly transferred payment, which all reflects the complexity and particularity of the scenic spots of the quasi-public goods.
