摘要：作为世界第一大的近百年政党,中国共产党何以能够领导占世界五分之一人口的大国扭转存亡之危而走向国富民强?对这一问题的追问与回答,需对执政党与国家现代化建设过程中的三大核心要素(公民、政党、公共权力)及其互动进行系统考察。通过对中国共产党领导制度体系建设近百年历史探索的系统考察,以历史制度主义所提出的"关键节点"理论为依据,可将党的领导制度体系建构划分为五个主要阶段:新中国成立前期的初步探索阶段、新中国成立后的探索和制度初创阶段、改革和调整阶段、明确和规范阶段以及体系化构建阶段。在国家治理体系和治理能力现代化提升的时代背景下,这些宝贵的历史探索和经验积累对当代政党建设具有一些重要的启示,这不仅需对党的领导的基本原则进行明确细化、对党的领导的运行机制进行系统完善,而且需不断全面提高党的领导的制度体系化建设水平。
As the world’s largest political Party in the recent 100 years,why can the Communist Party of China lead a large country that accounts for one-fifth of the world’s population to reverse the danger of survival and become prosperous and strong?To answer this question,it is necessary to systematically investigate the interaction between the ruling party and the three core elements(citizens,political parties and public power)in the process of national modernization.Based on the"key node"theory put forward by historical institutionalism,the construction of the leadership system of the Party can be divided into five main stages:the initial exploration stage before the founding of New China,the exploration and system start-up stage after the founding of New China,the reform and adjustment stage,the clarification and standardization stage and the systematic construction stage.In the context of the modernization of national governance system and governance capacity,these precious historical explorations and accumulated experience have some important enlightenment for contemporary Party building.This not only needs to clarify and refine the basic principles of Party leadership,to systematically improve the operational mechanism of Party leadership,but also needs to continuously and comprehensively improve the systematic construction level of Party leadership.
