摘要：校办产业发展至今，已成为我国科技、经济领域中不可忽视的重要部分。但是普遍存在的问题也相当严重：科技含量低、规模小，资金缺乏、无市场竞争能力，使一些企业处于勉强维持状况，甚至出现连年亏损，存在相当大的风险隐患，而造成这种情况的主要原因是：产权不明晰，权责不明确，事企不分。要解决这些问题，必须推行现代企业制度，改组改制，真正建立起“产权明晰、权责明确、政企分开、管理科学”的现代高校企业。
Being developed up to now, enterprises in universities have become an important and non negligible component of China's science, technology and economy But many problems exist widely in those enterprises, such as low tech, small size, not enough capital and not competent in the market Some enterprises are in deficit for many years, hardly able to survive, and facing great dangers Unclear ownership and unspecified management responsibility are the main courses of these problems To solve the problems, these enterprises must be re organized to become modern ones; ownership must be unambiguously established; management responsibility be clearly specified; and management be scientific and be separated from the university's administration [
