摘要:本文对新基建的概念、新基建与传统基建的关系、"一带一路"新基建相关研究进行了回顾,认为新基建对推进"一带一路"建设高质量发展具有重要意义。在梳理了中国"一带一路"基础设施建设,尤其是新基建进展情况的基础上,阐释了中国新基建助推"一带一路"建设高质量发展的三条基本路径。当前,中国"一带一路"新基建存在的问题和障碍主要有:受技术、人才、投融资、东道国政府管制等多重因素制约,海外新基建应用场景有限;国内外新基建的参与主体出现结构性失衡,海外新基建与国内新基建尚未形成协同发展态势;某些国家的"掣肘"如"长臂管辖""蓝点网络"计划等,对中国"一带一路"新基建构成威胁。最后就完善顶层制度设计、构建底层技术支撑体系、加强人才培养、健全融资支持体系等提出了强化新基建、推进"一带一路"建设高质量发展的对策建议。
This paper reviews the concept of new infrastructure, the relationship between new infrastructure and traditional infrastructure, and the related research on the Belt and Road new infrastructure, and holds that new infrastructure is of great significance in promoting the high-quality development of the Belt and Road construction. On the basis of sorting out the progress of China’s Belt and Road infrastructure construction, especially the new infrastructure construction, three basic paths for China’s new infrastructure construction to promoting the high-quality development of the Belt and Road construction are explained. At present, the existing problems and obstacles of China’s Belt and Road new infrastructure construction mainly include: Multiple factors such as technology, talent, investment and financing, and host government regulation are restricted, the application scenario of overseas new infrastructure construction is limited;the main participants of new infrastructure construction at home and abroad are structurally unbalanced, and there is no synergistic development trend between overseas new infrastructure construction and domestic new infrastructure;the constraints imposed by some countries, such as the Long Arm Jurisdiction and Blue Point Network, pose a threat to the construction of China’s Belt and Road new infrastructure. Finally, the countermeasures and suggestions for strengthening the new infrastructure construction and promoting the high-quality development of the Belt and Road construction are put forward on perfecting the top-level system design, constructing the bottom-level technical support system, strengthening the talent training, and improving the financing support system.
