摘要:残疾人高等教育单独招生考试制度在选拔优秀的残疾人接受高等教育、保障残疾人受教育权利、满足残疾人学习的个性化和差异性等方面发挥了重要的作用。但由于缺乏国家层面的统一管理,残疾人单独招生考试制度带来的问题也日益凸显:残疾人单考单招的考试科目、考试大纲和考试时间不统一,对高中正常教学秩序形成冲击;残疾学生奔波应试,参加多次高考,给学生本人和家庭带来沉重的人力和经济负担;高校考试投入大,招生成本高,命题难度大,考试效率低。残疾人高等教育招生考试改革成为现阶段亟待解决的重要课题。通过对我国残疾人高等教育单独招生考试现状与问题进行研究,提出了我国残疾人高等教育招生考试改革的教育政策建议。
The system of the independent entrance examinations for higher education targeting disabled persons in China plays a significant role in choosing excellent disabled persons to receive higher education, protecting disabled persons' right to receive education, and satisfying their needs in individualized and differentiated learning. However, due to the lack of unified national-level management, the said system of entrance examinations has brought about increasing problems. The non-unified subjects, outline and time for the entrance examinations affect the regular teaching in upper secondary schools; disabled students have to take the entrance examinations in different places, which brings a heavy financial burden to disabled students and their families; and the istitutions of higher learning have to invest a lot in the diffficult-to-set and low-efficiency entrance examinations, and the reform of the entrance examinations has become an urgent task. This study probed into the current situation of the entrance examinations for disabled persons and relevant problems, and offered strategies for the reform of the said entrance examinations.
