摘要：采用文献资料法和案例分析法,以过沟农村社区为例论述农村社区土地重划的公众参与过程,进而对台湾农村社区土地重划的公众参与机制进行研究。研究发现,台湾农村社区土地重划的公众参与处于公众参与阶梯理论中的最高层阶梯,即授予权力阶梯和公民控制阶梯;台湾农村社区土地重划公众参与具有广泛性、全程性,值得我国大陆地区农村居民点整理中公众参与机制的建立与完善加以借鉴。
Methods of documentation and case study were employed in the study, which took public participa- tion process in Guogou rural community as a case, then analyzed the public participation mechanism in rural com- munity land readjustment in Taiwan. The study found that public participation in rural community land readjustment in Taiwan was on the highest rungs of citizen participation, where are delegated power and citizen control ladders; the universality, whole-process feature in rural community land readjustment is worthy of referencing for the estab- lishment and perfection of the public participation mechanism in rural residential consolidation in mainland of China.
