摘要：在近代北京,随着城市化进程发展,公共卫生管理成为城市管理的一项重要内容,而公共卫生管理体制的构建与警察制度建设密不可分.警察参与公共卫生管理,从卫生宣教到卫生监督,再到实施违规处罚,一系列的举措对保证城市公共卫生的质量、防患疫病等起了一定的作用,但其中也存在敷衍了事,工作不力,以及卫生设施建设与行政管理发展不同步,管理不尽人意等问题.总结这些经验与不足,对解决当今城市公共卫生监管问题仍有借鉴与反思意义.
In modern Beijing, with the development of urbanization, the management of public health has become an important part of urban management, and the construction of public health management system has a close relationship with the construction of police system. Police participated in public health management, from the health education to the health supervision and implement of the punishment. a series of measures ensured the quality of urban public health,prevention and treatment of diseases which had played a certain role, meanwhile inevitably had some drawbacks. To summary of historical experience and problems, it is worthy for the reference and reflection of urban public health supervision.
