摘要：棚户区改造是改造城镇危旧住房、改善困难家庭住房条件的民生工程。相对一二线城市经济发达、财政充足,张家界市作为一个典型的五线城市,人口基数少、产业结构简单,棚户区改造资金来源紧张,改造住户安置补偿问题值得研究。通过实地走访和发放问卷对张家界市棚户区改造安置补偿情况进行了调研。调研数据显示张家界市棚户区改造安置补偿存在住户安置补偿预期过高、棚户区改造满意度不高、棚户区改造政策宣传不够、工作人员工作方法不当等问题。针对以上问题,本文提出了从住户利益出发实施方案、加强住户摸底工作、加强宣传引导、优化工作方法、健全弱势群体权益保护机制等对策。
Shantytown reconstruction is a livelihood project to transform the old houses and improve the housing conditions of the poor families.Compared with the first-tier and second-tier cities with developed economy and adequate finance,Zhangjiajie City is a typical fifth-tier city with a small population base,simple industrial structure,and a shor-tage of fund for shantytown reconstruction.Therefore,it is worth studying the resettlement compensation of households.The paper investigates the shantytown reconstruction and resettlement compensation in Zhangjiajie City through on-the-spot visits and questionnaires.According to the survey data,there are some problems in the shantytown reconstruction and resettlement compensation in Zhangjiajie City:the households’expectation of resettlement compensation is too high while the satisfaction of shantytown reconstruction is not high;the policy propaganda of shantytown reconstruction is not enough;and the working methods of staff are not appropriate.In view of the above problems,it puts forward some countermeasures such as implementing the plan based on the interests of households,strengthening the work of household investigation,strengthening the publicity and guidance,optimizing the working methods,and improving the protection mechanism of the rights and interests of vulnerable groups.
