摘要：改革开放后,特别是进入新时代,中国共产党社会救助思想实现了现代转型。主要体现在:贫困成因认识上从传统的个体贫困观转变为现代多维贫困观;价值理念上从维护人民利益、社会稳定和政权巩固为取向,逐步发展到更高层次的以保障公民权利和促进社会公平正义为旨归;进一步明确社会救助是政府义不容辞的责任;明确了社会救助属于全体公民而不仅仅是劳动者应享的权利;制度设计理念上追求体系化、社会化、法制化。以人民为中心的指导思想,是党的社会救助思想实现现代转型的基础;中国共产党社会救助思想的现代转型,是在社会治理体系顶层设计中和普惠性、基础性、兜底性民生建设中逐步完成的。
Since the reform and opening up,especially in the new era,the thought of CPC social assistance has gradually realized its modern transformation,which is mainly reflected in the formation of the concept of social poverty and government responsibility,the realization of human rights,the establishment of equity and justice values,and the pursuit of institutionalization and legalization.The guiding ideology of taking the people as the center is the basis for the realization of the modern transformation of the Party’s social assistance thought;the transformation of the social assistance thought of the Communist Party of China is gradually realized in the top-level design of the social governance system and in the construction of the people’s livelihood that is inclusive,basic and comprehensive.
