摘要：目前对历史文化街区保护中各主体间参与关系方面的研究较少从主体之间的关系网络视角展开研究。借鉴网络治理理论中罗茨的政策网络治理理论框架,以北京国子监历史文化街区为例,确定历史文化街区参与的网络结构及其特征,并结合国子监历史文化街区保护参与的实际进行研究,可以看到议题网络和生产者网络中多数主体缺乏参与能力与意识,政府部门的保护管理手段与政策也无法有效激发社区、市场和第三方利益相关者的参与保护热情。对此,我们建议如下:一是改变科层制的垂直层级管理体制,增加政策社群网络和府际网络同政府部门的有效互动,在保护参与网络中设立统一的街区保护管理部门;二是提高社区、市场力量及第三方保护力量在街区保护中的作用。
At present,the researches on the participatory relationship between the various subjects in the protection of historical and cultural blocks are less studied from the network perspective among subjects.Therefore,referring to the theoretical framework of Rhodes policy network governance in the network governance theory,taking the Beijing Guozijian historical and cultural block as an example,this paper determines the network structure and characteristics of the historical and cultural blocks participation. Then,uniting the actual conditions of the protection and participation of the Guozijian historical and cultural blocks,this paper points out that most subjects in issue networks and producer networks are lack of ability and awareness to participate. And governments＇ protection, management and policy cannot effectively stimulate the enthusiasm of community,market,and the third-party in terms of relevant benefits to participate in the protection. Thus this paper proposes three suggestions for network governance. The first one is to change the vertical hierarchical control system of the bureaucracy,increase the effective interaction between the social network and the intergovernmental network with government departments,and establish a unified block protection management department in the protection participation networks. The second one is to enhance the role of community and market power,the third-party protection forces in the protection of blocks,and elevate the influence of the issue networks and producer networks in the protection and participation network. The third one is to establish a network governance mechanism that protects participation,and establish an interdependent relationship between professional and producer networks and issue networks.
