摘要：适应现代农业发展,世界农业法律体系呈现四大发展趋势:确定了核心的法律概念,形成了特有的调整方法和立法理念;农业法规范体系日趋严谨和开放,系统的法典化运动与解法典化运动构筑了现代农业法制框架;农业法律的技术性因素增强,农业标准立法成为重要组成部分;农业法趋同与统一趋势明显,农业市场全球化推动了农业国际规范形成,多边和双边农业协议和政策推动了区域农业法的统一。世界农业法发展的这些趋势,要求我国坚持农业法制自主性发展的同时,适当借鉴域外农业法制的基本经验,应对跨国农业法制实践的挑战。
The world agricultural legal system presents four trends：The core legal concepts have been determined and a unique adjustment method and legislative ideas formed;Agricultural law system becomes rigorous and open,and codification movement and de-codification movement build a modern legal system framework for agriculture;The technical factors in agricultural law get increasing attention,and agricultural standards legislation becomes an important part of the agricultural law;And legal globalization promotes the formation of international norms of agriculture.Multilateral and bilateral agricultural agreements and policies promote a unified regional agricultural law.We should insist on self-development of agricultural law,learn from the outside experience in legal system of agriculture,and adapt to the challenges of transnational agricultural law practice.
