摘要:互联网经济下由于生产组织方式、企业边界、技术进步、管理与组织创新等发生变化,就业方式和就业结构发生相应变化,雇佣关系也随之发生变化。本文从引发雇佣关系转型的关键的因素出发,较为深入地分析了互联网经济下雇佣关系的转型特征,并在此基础上提出治理的创新措施。互联网经济下雇佣关系的职业类型、雇佣性质、雇佣结构、雇佣方式等特征发生转变,更加灵活、松散的灵活雇佣关系模式大量存在,占到六成以上,这种雇佣关系在互联网经济下将成为主流雇佣关系模式。在上述研究的基础上提出:构建"人力资本价值共创、共享、共治"的管理新模式、建立灵活雇佣关系的劳资冲突预警机制、创新预防灵活雇佣关系风险的策略、变革雇主策略,由"控制式"向"合作式"变革以及建设保障雇佣关系转型的公共服务体系等应对灵活雇佣关系治理的创新措施。
Along with the traditional industry situation under the influence of the Internet economy and change,the traditional employment relationship has been changing.Production organization way,the enterprise boundaries in the Internet economy,technology,management and organization innovation,and so on has changed,the employment relationship is from traditional capital employing labor employment relationship to the Internet economy under the new employment relationship.In this paper,starting from the key factors influencing the transformation of employment relationship,more in-depth analysis of the transition characteristics of the employment relationship under the Internet economy,and on the basis of the governance measures are put forward.Production organization way,the enterprise boundary changes,technological progress,management and organization innovation is the key factor for the transformation of employment relationship,employed under the Internet.Employment of professional type,the nature of employment,employment structure,employment way characteristics change,especially the universal existence of informal employment.On the basis of the research is put forward:to establish the informal employment of labor conflict risk early warning mechanism,prevention of informal employment,employers by 'control' to change 'cooperative' and to safeguard the public service system of employment relationship transformation construction measures.
