摘要:改善处境不利幼儿的学业与成长境遇是各个国家践行《教育2030行动框架》的重要内容。英国政府在大力资助3~4岁处境不利儿童家庭的基础上,进一步提出帮助两岁处境不利幼儿获得补偿教育的主张,以此实现两岁处境不利幼儿获得公平、高质量的保育。英国两岁处境不利幼儿教育补偿政策以消除贫困的不利影响、深化和拓展儿童发展的起点公平为目标,在"全纳社会"和"社会公正"理念的导向下,通过广泛、深入的试点研究,实施了刚性与弹性相济、政府主体地位突出、质量保证制度严格、政策延续性稳定的教育补偿政策措施。该政策扩大了英国两岁处境不利幼儿补偿教育的覆盖面,促进了英国学前教育内外部要素的协调优化,提升了社会人力资源的工作效率,改善了学前教育整体发展水平,从而发挥了教育补偿政策在改善公民贫困方面的重要作用,实现了以教育公平促进社会公平的政策目的。
Improving the education and growth of disadvantaged children is an important part of the education 2030 framework for action.On the basis of supporting families with disadvantaged children aged three to four,the British government has further proposed to help disadvantaged children aged two to get compensated education,so as to achieve fair and high-quality childcare for disadvantaged children aged two.British education compensation policy for disadvantaged children aged two aims at eliminating poverty and ensuring fair starting point for children’s development. Under the guidance of the "inclusive society" and the concept of "social justice",through extensive and in-depth pilot study,this policy implement the rigidity and elasticity of economic,the government main body status prominent,strict quality guarantee system,policy continuity and stable education compensation policies and measures. The policy expanded the coverage for disadvantaged children 2 years of age to compensate education,promoting the coordination of the pre-school education internal and external elements optimization,improving the work efficiency of social human resources,as well as the overall level of development of pre-school education,thus played an important role in improving the education of citizen in poverty,so as to promote social justice policy via fair education.
