摘要：双碳目标背景下,经济与环境的协调发展显得尤为重要,绿色经济发展成为城市群持续发展的重要动力源泉。通过构建城市经济—人口—资源—环境指标体系,运用耦合协调度模型计算了2003—2019年京津冀城市群经济—人口—资源—环境的发展水平与耦合协调度,分析了城市群经济—人口—资源—环境协调发展的时间特征与空间特征。从时间上看,京津冀城市群经济—人口—资源—环境综合发展水平整体上呈现上升趋势,发展进程包括以经济为主导、以经济与人口为主导和进入高质量发展三个阶段。从空间上看,京津冀城市群内部耦合协调度整体提升,仍然保持了以北京和天津为中心的空间分布格局。京津冀各城市的环境发展水平都有显著提升,但资源发展水平仍然较低。因此,进一步通过加强技术创新、大力发展数字经济、建立健全具有梯度的产业链条和有效的产业衔接机制、聚力培育中小城市“专精特新”企业,推动中小城市快速发展,从而促进京津冀经济、人口、资源与环境协调发展。
The coordinated development of economy and environment is particularly important under the background of the carbon neutrality.The development of green economy is becoming the driving force for the sustainable development of the urban agglomeration.By constructing the urban economy-population-resource-environment index system,the coupled coordination model is used to calculate the development level and coupling coordination of the economy-population-resource-environment of Beijing-Tianjin-Hebei urban agglomeration from 2003-2019,as well as the temporal and spatial characteristics of the coordinated development are analyzed.From the perspective of time,the overall development level of economy-population-resource-environment of Beijing-Tianjin-Hebei urban agglomeration shows an upward trend on the whole,and the development process includes three stages:economy leading,economy and population leading and high-quality development.From a spatial point of view,the internal coupling and coordination degree of the Beijing-Tianjin-Hebei urban agglomeration has been improved,and the spatial distribution pattern centered on Beijing and Tianjin has still been maintained.The environmental development level of all cities in Beijing,Tianjin and Hebei has been significantly improved,but the level of resource development is still relatively low.Therefore,we also need to strengthen technological innovation,vigorously develop the digital economy,establish and improve the gradient industrial chain and effective industrial linkage mechanism,cultivating the“specialization,refinement,uniqueness and innovation”enterprises in small and medium-sized cities to promote the rapid development of small and medium-sized cities,thus promote the coordinated development of Beijing-Tianjin-Hebei economy,population,resources and environment.
